Where Can I Get these Type of Leads

A manager was going over this type of lead briefly and I didn't get a chance to see where we get them. Anyway, its a lead where I can bring up a few of them on the computer and choose and of course pay the $18. If it is a BS lead i could apply for a refund. Is this considered a live transfer lead? Does this lead get put in front of many other agents at the same time? Where do I find this type of lead?

why not ask the manager?

I would say it's probably because he doesn't want the manger to know that he is inquiring.
