If there is no certification to sell medicare supplements beyond a health license yet people may want a stand alone drug plan why isn't there a stand alone PDP certification to go with the med supp only sale?

Is it a CMS thing?

I believe every MA carrier that offers MA and PDP its all or nothing when certifying .My guess is that it a CMS rule so they can regulate the PTC rules,

Yes.

Supplements are regulated by the states. CMS regulates everything else. MA, MAPD, PDP and ACA.

As of last year there was a stand alone certification for PDP. Not sure about this year. But it was Mutual of Omaha.

There are two companies that do not require AHIP. They have their own courses. UHC and Aetna.
